What you will need
Simple Filter you can get here
This gradient which should be in your gradients folder
And this texture which should be in your textures folder
Open New Image 250 x 250 transparent
Select your Flood Fill Tool
Set your Foreground to White and Flood Fill this layer
Add new Raster Layer
Go to Foreground/Gradients/Select the pj elements 4 gradient
Apply these settings
Angle 135
Style Linear
Repeats 0
Go to Foreground/Texture/Select blue spruce
Angle 45
Scale 50
Flood Fill your second layer with this
Stay on your second layer
Go to Effects/Reflection Effects/Kaleidoscope
Apply these settings
Number of petals 11
Number of Orbits 0
Radial suction 0
Horizontal offset% 11
Vertical offset% 11
Rotation angle 11
Scale Factor -11
Reflect Checked
Go to Effects/3D Effects/Drop Shadow
Apply these settings
Vertical and Horizontal 1
Opacity 100
Colour #3A4B91
Adjust/Brightness Contrast/Brightness 5 and Contrast 25
Adjust/Sharpness/Sharpen
Selections/Select All/Modify/Contract 2
Image/Crop to selection
Merge Layers
Effects/Plugins/Simple filter/Quick Tile
and you are done.
